Himachal: JCC meeting begins, there will be big decisions for the employees

Joint Consultative Committee (JCC) meeting has started at Peterhoff Shimla to resolve the pending issues of 2.5 lakh employees of Himachal Pradesh. JCC meeting is being held after six years under the chairmanship of Chief Minister Jai Ram Thakur. Officials of Himachal Non-Gazetted Employees Federation including Chief Secretary, all Secretaries and Heads of Departments are present in the meeting.

Memorandums of about 62 pending demands are being discussed in the meeting. Chief Minister Jai Ram Thakur said that the state has touched the dimensions of development due to the employees. The number of employees in Himachal is more than other states. The state’s economy has been most affected by Corona. Chief Minister Jai Ram Thakur said that dealing with Covid is a priority. The employees played an important role in taking the schemes to the public at the grassroots level.

Himachal is a hill state and the problems here are different. Employees played an important role in all departments. Himachal has the first place in the first dose and 90 percent people have applied the second dose. By removing the feeling of revenge, the government recognized that employees are our backbone. The Chief Minister said that after the implementation of the Sixth Pay Commission of Punjab, about 50 percent of the budget would be spent for the employees and pensioners, so far 42 percent of the budget is spent.

CM Jai Ram Thakur said that the employees in Himachal Pradesh are doing whatever they can to help in difficult situations. We have never acted out of vengeance and revenge. As soon as we came to power, it was said that we will not work with the spirit of revenge. Employees are the backbone of the government. NPS employees are allowed to invest in other pension benefits. Permission has been given to fill 27 thousand posts in the department.

The leaders of Himachal Non-Gazetted Employees Federation said that the former Shanta government understood the problems of the employees and the problems were resolved by giving the platform of JCC. Federation President Ashwani Thakur said that the present government has not only assured to solve the issues of the employees but they have also been resolved. Employees were harassed during the pre-Congress regime.

The federation has prominently demanded the revised pay scale and allowances to the government employees under the Sixth Pay Commission. The government can also take a decision on the matter of reducing the contract tenure of the employees to two years. Contract workers have been raising this demand from the government for a long time. The contract tenure should also be counted in preparing the seniority list.

These are also the demands of the employees

  1. Restoration of old pension of employees.
  2. The contract period may also be counted for promotion.
  3. 50% increase in CA allowance.
  4. Give one time relaxation for promotion to Superintendent Grade I.
  5. Superintendent Grade I to be made Section Officer.
  6. Prioritizing giving compassionate jobs.
  7. Take the federation into confidence while amending the Recruitment and Promotion Rules.
  8. Give representation to the federation in the committees of the departments at the time of allotment of houses.
  9. Information about the decisions taken on the demands of the employees should be given to the federation.
  10. Grade pay to be increased from Rs.3200 to Rs.4800.
