मुख्य सचिव ने आयुर्वेद के शीला देवी बनाम हिमाचल सरकार के केस को लागू करने के लिए फायनांस सेक्रेटरी की अध्यक्षता में कमेटी पहले से बना रखी है। इस केस में अनुबंध अवधि को पेंशन के लिए अब गिना जा रहा है। इसके बाद सिविल सप्लाई के ताज मोहम्मद बनाम हिमाचल सरकार केस में अनुबंध अवधि को सीनियोरिटी और वित्तीय लाभों के लिए भी गिना जाएगा, इसलिए कॉन्ट्रैक्ट पॉलिसी को आगे जारी रखने का कोई लाभ नहीं दिख रहा।

इस पॉलिसी को पैसा बचाने के लिए ही लागू किया गया था। अब राज्य सरकार कोई ऐसी पॉलिसी चाहती है, जिससे पैसा बचे यानी कर्मचारी की सीधे रेगुलर भर्ती न करना पड़े। लिटिगेशन कम हो और काम में भी एफिशिएंसी आए। इन तीन लक्ष्यों के आधार पर नई पॉलिसी ड्राफ्ट करने के निर्देश दिए गए हैं। इससे पहले मुख्य सचिव की कमेटी ने फिक्स्ड वेतन के आधार पर होने वाली भर्ती का मॉडल स्टडी करने को कहा था, जैसा गुजरात सरकार ने किया था, लेकिन कार्मिक विभाग ने जब पता किया, तो जानकारी मिली कि गुजरात सरकार भी फिक्स्ड वेतन पॉलिसी को डिफेंड नहीं कर पाई है।

अब भारत सरकार के एनएचएम वाले आउटसोर्स मॉडल को स्टडी करने को भी कहा गया है। वित्त और कार्मिक विभाग मिलकर पालिसी ड्राफ्ट तैयार करेगा। इसके बाद चुनाव आचार संहिता खत्म होने के बाद कैबिनेट इस ड्राफ्ट पर अंतिम फैसला लेगी। राज्य सरकार चाहती है कि कर्मचारियों को जल्दी रेगुलर न करना पड़े। सीओएस की इस बैठक में सभी विभागों के सचिव और कुछ विशेष सचिव भी शामिल थे।

सरकार की सोच

भर्ती की नीति ऐसी हो, जिसमें पैस बचें और कर्मचारियों को सीधे रेगुलर ने करना पड़े। इसके अलावा मुकदमेबाजी न हो और दक्षता भी भरपूर मिले।

एडीएम का काम बढ़ेगा एसीआर फार्मेट बदलेगा

कई साल बाद हुई कमेटी ऑफ सेक्रेटरीज की बैठक में राज्य में भांग की खेती शुरू करने के लिए इससे संबंधित कोर्ट केस को लेकर सात विभागों से जानकारी ली गई। राज्य में सेटलमेंट का काम डिजिटल तकनीक से करने और सेंटर ऑफ एक्सीलेंस वाकनाघाट को शुरू करने को लेकर भी कुछ निर्देश दिए गए हैं। मुख्य सचिव ने निर्देश दिए हैं कि जिलों में तैनात एडिशनल डिस्ट्रिक्ट मजिस्ट्रेट को स्पेशल काम असाइन किया जाएगा। इसके साथ विभागों में एसीआर के फार्मेट में भी बदलाव के निर्देश दिए गए हैं। कार्मिक विभाग इस बारे में समन्वय करेगा।
